URGENT BUSINESS To receive any items of business which in the opinion of the Mayor are urgent.
Minutes: The Mayor took the opportunity to make a speech to the Council and its invited guests to draw attention to the fact that 27 June 2024 was the 500th year of the Charter of King Henry VIII for King’s Lynn, which was the seed of modern administration in the town. He reminded members that as part of the 500 year celebration a number of workshops had been organised for young people to learn about the Charter, producing a scroll celebrating the anniversary.
As part of the celebrations on the agenda for the evening he welcomed the existing Freemen of the Borough:
· Alderman Dr Paul Richards · Flight Lieutenant Pauline Petch representing 42(F) Squadron Air Cadets · Squadron Leader Scott Millington representing RAF Marham · Lt Colonel Tony Powell representing the Royal Anglian Regiment · Sir Richard Jewson sadly could not present, but sent his best wishes.

APPOINTMENT OF HONORARY ALDERMEN AND PRESENTATION OF THE ENGROSSMENTS OF THE RESOLUTION AND BADGE OF OFFICE 1) To receive an address from the Leader of the Council. Councillor Alistair Beales, following the resolution passed in Council on 21 March 2024, that under s249 of the Local Government Act 1972, the Council places on record its deep appreciation of the eminent services rendered by the following former Councillors:
· Kathleen Collins (previously Mellish) · David Collis · Michael Peake · Geoffrey Hipperson · Andrew Tyler
and that in recognition of such service, the Council confers on them the title of Honorary Alderman.
2) To present the Engrossment of the Resolution and Badge of Office to the new Honorary Aldermen and to receive responses as appropriate. Minutes: Council received an address from the Leader of the Council. Councillor Alistair Beales proposed that the following resolution be approved.
Councillor Bone seconded the proposal.
Councillors Long, Kemp and Bone spoke in support of the proposal, which on being put to the vote was approved. Presentations were made to each of the new Honorary Aldermen and responses were received.

APPOINTMENT OF HONORARY FREEDOM OF THE BOROUGH - MS JILL BENNETT 1) To receive an address from the Leader of the Council, Councillor Alistair Beales, following the resolution passed in Council on 17 June 2024, to consider passing the under-mentioned resolution under s249 of the Local Government Act 1972:
“We the Mayor, Councillors and people of the Borough of King’s Lynn and West Norfolk recognise Amelia Jill Bennett as a Freeman for her outstanding and valuable service to the cultural life of the Borough.”
“We hereby confer upon Ms Jill Bennett the Honorary Freedom of our Borough.”
2) To present the Engrossment of the Resolution and Badge of Office of Honorary Alderman to Ms Jill Bennett and to receive a response as appropriate. Minutes: Council received an address from the Leader of the Council. Councillors Wilkinson and Kemp spoke in support of the proposal.
