Councillor Parish proposed that the recommendation from Cabinet on 9 May be approved.  He noted that the recruitment process had begun by the advertising of the post. This was seconded by Councillor Moriarty.

 

Council debated the proposal, and comments were made regarding the importance of complying with standing orders for the process.

 

RESOLVED:   That the Job Description and person specification for the post of Chief Executive be approved.

 

Reason for Decision: To comply with requirements of the Constitution of the Borough Council of King’s Lynn and West Norfolk, Part 4 Standing Orders, section 23: Staff establishment and the filling of vacancies

 

 

The Monitoring Officer drew Council’s attention to the need to suspend part of standing order 23.2 for the item as on 9 May 2024 Cabinet determined that the post of Chief Executive was required. In accordance with the special urgency notice published on 1 May 2024 (attached with the agenda), the suspension motion had to be proposed at Full Council in order to ratify the decision of Cabinet.

 

Councillor Parish proposed the suspension of standing order 23.2 as set out below. This was seconded by Councillor Moriarty.

 

23.2 No step shall be taken to “advertise or” fill a vacancy for any post designated as that of a chief officer (as defined in the Local Authority (Standing Orders) Regulations 1993) until such time as the Cabinet has determined whether that post is necessary

 

Such suspension shall pertain to the recruitment of a Chief Executive approved by the Cabinet as necessary on 9 May 2024.

 

RESOLVED:               That Council resolve to suspend the following  part of Standing Order 23.2 “advertise or”:
