The Planner presented the application. She highlighted to the Sub-Group plans were permitted under a previous application. She presented the west and south elevation and explained the comments following consultation. She outlined six flats included in the application did not meet the national technical space standards which the minimum was 37m2. In further detail she explained flat two and seven was approximately 19.64m2 , flat three was estimated 23.91m2 , flat eight was 23.7m2, flat twelve was approximately 23.6m2 and flat thirteen was estimated 19.2m2.

 

The Planner advised the group the recommendation was for refusal.

 

The Chair thanked the Planner for the presentation and invited questions and comments from the Sub-Group.

 

Councillor Jones commented he agreed with the recommendation of refusal due to the lack of space and explained the importance of residents being provided suitable space and accommodation.

 

The Chair, Councillor Collop added the comments on the applications related to the bicycle and bin area not being suitable. She sought clarification that each room had a window in.

 

The Planner confirmed habitable rooms were served with windows except the second floor was served by lights. She confirmed the bathrooms were ventilated by extractor fan.

 

Councillor Ware commented if the application was to go ahead then further area and plans were needed for the cycling and bin area as the current proposal was not appropriate.

 

In response to Councillor Collop the Planner advised the previous application was for twelve flats and was acceptable as the flats were larger in size.

 

Councillor Ware commented there was no needed for these type of dwellings in the area.

 

AGREED: The King’s Lynn Area Committee Planning Sub-Group objected to the application and supported the Officer’s recommendation for refusal.
