Recommendations from the Standards Committee on 22 May 2024.

 

Decision:

The Standards Committee on 22 May 2024 made a recommendation in favour of the award of Freedom of the Borough, which will also be reported to Council on 17 June 2023.

 

The Appointments Board on 24 May 2024 had recommended the appointment of a new Chief Executive.

Decision:

RECOMMENDED:   That Full Council be recommended to approve that the postof ChiefExecutive be offered to Kate Blakemore

 

Reason for Decision

Tocomply withrequirements ofthe Constitutionof theBorough Councilof King’s Lynn & West Norfolk, Part 4 Standing Orders, section 23: Staff establishment and the filling of vacancies.

Following a report to Cabinet to confirm that the post of Chief Executive was required by the Council, and a process to attract candidates for the role, the Appointment Board had met to determine the successful candidate for the position.  In accordance with the Council’s constitution, the Appointment Board’s recommendation must be considered by Cabinet, and, if supported, recommended to Full Council for ratification. 

 

The report outlined the Appointment Board’s recommendation following completion of the selection process.  Cabinet fully supported the recommendation.

CONSIDERATION OF A NOMINATION FOR HONORARY FREEDOM OF THE BOROUGH pdf icon PDF 290 KB

The Cabinet considered the recommendations from the Standards Committee on the nomination of Ms Jill Bennett for Freedom of the Borough and made recommendations onto Council as set out below:

 

RECOMMENDED:  That Council consider the recommendations from Standards and Cabinet at the Extraordinary meeting on 17 June 2024 to consider the proposal to bestow the Freedom of the Borough on Ms Jill Bennett which would be awarded as set out in recommendation 2 below:

 

1)    That the Extraordinary Meeting of the Council being held after the Council meeting on 27 June 2024 to bestow the honour of Honorary Aldermen also include the award of the Honorary of Freedom of the Borough to Ms Jill Bennett, under s249 of the Local Government Act 1972, in recognition of the eminent service that Ms Bennett has given to the Borough and west Norfolk.

 

2)    That the common seal of the Council be affixed to a certificate to be presented to Ms Bennett at that meeting.

The Cabinet agreed not to exclude the press and public from the item as a press release was due to be released shortly. 

 

Cabinet considered a report and the recommendations from the Standards Committee on the nomination of Ms Jill Bennett for the Honorary Freedom of the Borough.  The Standards Committee had unanimously supported the recommendation.  Councillor de Whalley had nominated Ms Bennett for the award, in recognition of her decades of media coverage for West Norfolk.  The nomination was supported by the following individuals:

 

King’s Lynn Civic Society (signed by Ms Alison Gifford (Chair))

Cllr Paul Bland JP

Dr Paul Richards FRSA FSA DL

Mr David Goddard DL

Mr Tony Williams MA FRSA DL

Mr Nick Balaam FSA.

 

Cabinet supported the proposal and made the following recommendations onto Council:
