The case officer presented the application to the Sub-Group.  She advised that the application proposed disabled bays only and other parking would utilise the existing parking facilities on the other side of the road.

 

She advised that she was waiting for clarification from the agent on whether the existing trees would be retained.

 

Councillor Heneghan asked whether the site was used as a sports pitch.  The case officer advised that she was not sure if it was formally laid out as such for games, but Sports England had responded in relation to the loss of sports provision and had no objection to the application.

 

Councillor Heneghan added that she welcomed the application making sports facilities accessible for all.

 

With regards to cycle parking provision, the case officer explained that this had been raised with agent.  Norfolk County Council Highways had not responded yet in terms of their standards for cycle parking and there was existing provision elsewhere on the site, but it would be helpful to have some cycle parking near to the facility.

 

In response to a comment from Councillor Ware, the case officer highlighted a plan showing where the access was.

 

The Chair asked if any floodlights would affect nearby residents?  The case officer explained that the building would not contain any external lighting, but this could be conditioned.  No new lighting had been shown on the plans.

 

The case officer also advised that a site notice and neighbour consultation letters had been sent out.  The Planning Control Manager advised that it was not within the remit of the service to carry out a full public consultation event on a proposal. This should be undertaken by an applicant before an application was submitted, if necessary.The only consultation that could be carried out was the statutory consultation for the planning application.

 

The Planning Control Manager advised that this was a self-contained building with no outdoor space included. 

 

It was explained that there would be toilets outside of the building available for use by people using the tennis courts.

 

AGREED:          That the Sub-Group had no objection to the application.
