The Appointments Board considered a report which explained that the Council was required to undertake an Independent review of its Member’s Allowances Scheme for the 2025-26 Financial year.  It was required that consideration must be given to the recommendations from that review before setting the allowances going forward. The Independent Remuneration Panel (IRP) was also required to review the Allowances for any parishes within its area at the same time.

The Board was invited to consider the re-appointment of the existing Independent Panel to carry out the review for the forthcoming years.  It was noted that a review was required at least every four years with the 2025/26 being the next required date, the aim of which was to feed into the January 2025 Council meeting, and to then feed into the budget setting meeting in February 2025.

The Board discussed the forthcoming review and made comments on some issues for the IRP to potentially take into account in their review.  Members were encouraged to feed back to the IRP when invited to do so in order that their comments could be taken into account at the appropriate time.

RESOLVED:  That the following Independent Persons be appointed for the next four years and specifically to carry out the 2025-26 review of Members allowances:

  • Mark Palmer, South East Employers Organisation
  • David Dixon, Independent/ Media Representative
  • Mike Press, Independent/ Community Representative

Reason for Decision

In order to carry out a review as required in time for the 2025-26 budget round and any to cover the four year period.
